    Bow residents head to the polls Dec. 15 to say yea, or nay, to Keno in Broken Bow. A resolution passed at the Tuesday City Council meeting placed the issue on the ballot.  One central polling site is planned at the Municipal Building in Broken Bow.
    State statutes allow a county or a city to become a licensing agent for Keno as a source of revenue for city improvement. And as licensing agents, should a private business choose to go through the city to place Keno in their establishment, a state directed percentage of the income would come back to the city.
    Statutes regulate the percentages that those establishments can charge as fees, as well as the percentage that must be paid out in winnings. Those Broken Bow residents living within the city limits will be allowed to vote, but they must be registered before heading to the polls.
    According to County Clerk/Election Commissioner Conni Gracey, Broken Bow residents must register on or prior to Dec. 4 to be eligible to cast a ballot. The clerk’s office will remain open until 6 p.m. Dec. 4 to help facilitate that step in the process. Absentee ballots will be available but must be requested in writing prior to Dec. 15.
    Also on Tuesday’s agenda was City Ordinance 1076, restricting parking on the west side of Laurel Drive between Independence Hall and the parking lot at Melham Park. City Park Superintendent Dan Anderson said that during activities such as soccer games, etc, drivers have been parking on both sides of the road which leaves only one lane open and creates a traffic bottleneck..
    Anderson added that an ordinance is needed so that signs can be posted and the no parking rule can be enforced.
    “With kids running back and forth and single lane traffic access to the park had become dangerous,” said Anderson.
    Parking will continue to be allowed on the east side of the Drive.
    Consent agenda items included:
      • Approval of the official membership rosters of the Broken Bow Volunteer Fire Department and the Broken Bow Ambulance Service,
      • Pay estimate #1 to Beaumont Rise Construction for 2009 South Laurel Drive Street improvements for $270,843.34
